France-Türkiye: Bpifrance Assurance Export rolls out its new Shopping Line Guarantee
At the Franco-Turkish Joint Economic and Trade Committee meeting, held in the presence of Nicolas Forissier, Minister Delegate for Foreign Trade and Attractiveness, and his Turkish counterpart Ömer Bolat, Bpifrance Assurance Export signed two memoranda of understanding with Rönesans and Limak, two major groups in the construction and major projects sector in Turkey, to support them in their efforts to diversify their supply from French companies.

The signing of these MoUs materializes the commitment of the State and Bpifrance Assurance Export to support the supply projects in France of Limak and Rönesans and thereby stimulate French exports.
The Shopping Line Guarantee from Bpifrance Assurance Export
La Shopping Line Guarantee Bpifrance Assurance Export represents a significant evolution compared to traditional export credit insurance. While remaining strictly tied to specific export contracts, this guarantee does not cover the cash advance but rather the refinancing of the borrower's credit as it is drawn down. The exporter is therefore generally paid directly by the borrower, before the credit is drawn, and no longer necessarily directly by the lending bank.
This guarantee therefore protects a bank against the risk of non-payment by a foreign borrower benefiting from a loan intended to finance not a single project, but a series of orders. The same financing package can thus support operations in various sectors (healthcare, energy, tourism, construction, etc.), benefiting different buyers within the same private or public group.
The mechanism allows borrowers to refinance a portion of their existing orders, up to a predetermined amount and time limit, before the Shopping Line is implemented, thus initiating the process. The French share is no longer calculated contract by contract but is assessed across all financed transactions, with a minimum percentage to be reached.
Designed to be flexible and attractive, with a reduced administrative burden for both exporters and banks, the Shopping Line Guarantee offers terms tailored to each borrower's specific needs. This is based on identifying past and anticipated orders and estimating the value of contracts that can be concluded with French companies or that include French content. It thus encourages borrowers to source their subcontractors in France and offers a unique opportunity for French mid-sized and small businesses to participate in international projects. The tool facilitates the integration of small contracts into overall export financing of sufficient size to attract the interest of commercial banks.
